President Richard Greenhill called the Regular Board Meeting of the Woodrow-Osceola Water Supply Corporation to order at 6:30 p.m., Tuesday, September 8, 2009. All Directors were present with the exception of John Milburn and Tim Rochelle. Also, employee Malcolm Tucker was present.

 

Randy Reasoner with Quickersilver Resources addressed the Board concerning a new Mineral lease agreement for the 1 acre Jawbone Well site. He stated the new mineral lease agreement showed 2000’ directional drilling beneath well site. Randy said, he knew the Board was concerned about the previous lease showing 300’ directional drilling beneath the well site. President Richard Greenhill told Mr. Reasoner the Board would discuss the matter later in the meeting and inform him of their decision.

 

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the August 11, 2009 Regular Board Meeting. Linda Hasselstrom made a motion to accept the minutes as read. Thomas Bills seconded. Vote was unanimous.

 

Item 3: Directors Source and Application of Funds

Malcolm Tucker presented the Source and Application of Funds. Thomas Bills made a motion to accept the Source and Application of as presented. Sandra Chilcutt seconded. Vote was unanimous.

 

Item 4: Woodrow Well

Malcolm Tucker informed the Board Burney Pump said, to pull the pump at the Woodrow Well and take a water sample at a depth around 600’ would cost $2,000. He continued, by saying the project on HCR 1414 was just about finished and should to be on line soon. The Woodrow Well item will be discussed once HCR 1414 is on line and the Board will determine, what if anything should from be done.

 

Item 5: Quicksilver Lease

Sandra Chilcutt made a motion the Corporation accept the Mineral Lease from Quicksilver Resources for a 2 year term, 1/5 royalty and $300.00 signing bonus for the 1 acre Jawbone Well site, also showing a revision of the directional drilling beneath well site to show 2,000’ in lieu of 300’. Linda Hasselstrom seconded. Johnnie Bankston and Jane Morgan opposed the motion. The motion passed.

 

Item 6: Public Comment

Item 7: Membership Changes

Sandra Chilcutt made a motion to accept no new memberships, no transfer, 1 sellback and 2 revokes-Keith Brewer-#49 and Milton Lewis-#338. Johnnie Bankston asked, if both accounts received and accepted their registered letters? Malcolm said, yes they had received the letters and they understood their meter was revoked. Linda Hasselstrom seconded. Vote was unanimous.

 

Item 8: Directors and Manager Comment

Sandra Chilcutt told Malcolm she knew he had made difficult decisions several months ago, but he had turned things around. Jane Morgan talked to her friend on the Woodrow Well and she said they had a water filter at their kitchen sink and she buys bottle water to drink. Johnnie Bankston said the water filter takes care of the less than perfect taste of the Woodrow Well and that could be a suggestion to others. Malcolm said he wanted the Board to know the radio read meters work. Steve Rogers had a $746.00 water bill and said he didn’t use that much water but, the meter showed constant water usage starting at 11:30 a.m. and leveling off later in the afternoon and this continued during the month, showing the water is being used.

Sandra Chilcutt made a motion to adjourn at 7:45 p.m. Thomas Bills seconded. Vote was unanimous.
