September 21, 2010

President Richard Greenhill called the Regular Board Meeting of the Woodrow-Osceola Water Supply Corporation to order at 6:30 p.m.,Tuesday,September 21, 2010. All Directors were present with the exception of James Flannery, John Milburn and Tim Rochelle. Also, manager Malcolm Tucker and 1 member was present.

 

Item 4: Melinda Routh-Bank Draft Opt Out

Ms. Routh was moved next on the agenda and passed out an outline on suggestions to avoid balance forward amounts. Discussion followed with Ms. Routh on her bank draft limit and the possibility of placing no limit on the draft or when she received her bill and it was more than her limit, she had time to call her bank and ok the overage. Ms. Routh was asking the Corporation to change the computer program to allow the billing to charge the overage to the next months bill, so a late fee would not be charged. Malcolm said he would check and see if that would be possible.

 

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the August 10,2010 Regular Board Meeting. Sandra Chilcutt made a motion to accept the minutes as read. Linda Hasselstrom seconded. Vote was unanimous.

 

Item 3: Directors Source and Application of Funds

Malcolm Tucker presented the Source and Application of Funds. Thomas Bills asked, if it would be possible to show the overtime for each employee in a separate column. Malcolm stated yes, he could do it. Thomas Bills made a motion to accept the source as presented. Sandra Chilcutt seconded. Vote was unanimous.

 

Item 5: TRWA Management Conference in Dallas for Two People

President Richard Greenhill stated, due to the fact Malcolm stated they were so snowed under, he felt we should not send anyone. Johnnie Bankston stated the new rules could be pulled off the computer. Thomas Billls made a motion not to send anyone to the conference in Dallas. Linda Hasselstrom seconded. Vote was unanimous.

 

Item 6: Uniforms

Linda Hasselstrom made a motion not to have uniforms for the employees. Thomas Bills seconded. Vote was unanimous.

 

Item 7: Valve for Freeman Elevated Storage Tank

Thomas Bills made a motion to install a gate valve at the Freeman elevated storage, at a cost of $10,000. Scada has the capability to close the valve to prevent the loss of large amounts of water. in case of a break in the 8” supply line. Linda Hasselstrom seconded. Vote was unanimous.

 

Item 8: Woodrow Well 3-A – Purchase of Property

Discussion followed on the possibility of acquiring a clear title on the Rainville property. Sandra Chilcutt was able to acquire information showing Mr. Rainville as 100% owner of the property, but further research would be done the next day and she would let Malcolm know tomorrow. The item was tabled until the next meeting.

 

Item 9: Well #6

The Board reviewed 9 items to be done by WOWSC and as soon as they are done this should satisfy USDA and the closing is in reach (maybe).

 

Item 10: Public Comment

None

Item 11: Membership Changes

Sandra Chilcutt made a motion to accept No New Membership, 6 Transfers, 1 Sellback and 1 Revoke-Steve & Sherry Mellgran #538. Thomas Bills seconded. Vote was unanimous.

Item 12: Directors and Manager Comments

Thomas Bills asked if the Wallace double-hook up had been settled. Malcolm said the owner of the property-Marcel Davis purchased the water meter. Jane Morgan apologized for missing the September 14, 2010 Regular Meeting. She stated she felt, if the Directors were unable to attend the meetings they should contact Johnnie Bankston. Malcolm stated the office flooded during the 8” plus rain and asked, if the Board wanted tile or carpet. The Board stated tile and he said he would have samples by the next meeting. Also, the field was repairing 1200’ of 6” line on FM309 and the F150 was in the shop for a new transmission. Malcolm, stated TCEQ now knew Woodrow Well was contaminated and we would begin receiving letters shortly.

Jane Morgan made a motion to adjourn at 8:35 p.m. Sandra Chilcutt seconded. Vote was unanimous.
