President Richard Greenhill called the Regular Board Meeting of the Woodrow-Osceola Water Supply Corporation to order at 6:30 p.m., Tuesday, October 9, 2007. All Directors were present, with the exception of John Millburn. Employees Malcolm Tucker and Teena Blasingame, along with 6 members were also present.

 

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the September 11, 2007 Regular Board Meeting. Thomas Bills made a motion to accept the minutes as read. Linda Hasselstrom seconded. Vote was unanimous.

 

Item 3: Directors Source and Application of Funds

Malcolm Tucker presented the Source. After a brief discussion, Thomas Bills made a motion to accept as presented. Linda Hasselstrom seconded. Vote was unanimous.

 

Item 4: David Crouch Disconnect – Due to Unpaid Water Bill

Mr. Crouch stated his unhappiness about his water being cut-off due to the unpaid water bill. He said, he did not receive his bill and he took pride in his perfect payment record and felt due to his record a courtesy call should have been made. He continued by saying dealing with good members in this manner was unacceptable. Malcolm Tucker stated had he presented himself calmly and not cursing the staff his problem would have been handled immediately, by refunding the $65.00. Due to Malcolm’s hospitalization, Johnnie Bankston received a call from David Crouch. She discussed with Richard Greenhill the situation and the office was instructed to credit $65.00 to the Crouch’s account.

 

Item 5: Ronald Westbury Letter to Board of Directors

Malcolm stated he would contact Mr. Westbury to discuss having no easements, right of way, transfer of property, replacement of inoperable meter and relocating existing meter to try and come up with a solution.

 

Item 6: Public Comment

Shorty Goldsmith asked the Board what was the intention of the Corporation to repair the damage to his property caused over the past 2 to 3 years. Malcolm stated, we have the replacement pipe, and his property will be restored to its original state, as soon as the work is completed.

 

Item 7: Directors and Manager Comments

Thomas Bills asked if a letter had been received from TCEQ about the asbestos. Malcolm said, we have heard nothing and would try to make contact. Malcolm informed the Board the Woodrow Well had a crack in the casing at 650 feet and a fix has been approved by TCEQ. Halliburton will probably do the repair bringing a 20 foot stick of poly resin to an expandable state to repair the crack.

 

Item 8: Membership Changes

Thomas Bills made a motion to accept No New Memberships, 1 Transfer, 2 Sellbacks and No Revokes. Jane Morgan seconded. Vote was unanimous.

 

Item 9: Executive Session

None

 

Item 10: Adjourn

Jane Morgan made a motion to adjourn at 8:15 pm. Tim Rochelle seconded. Vote was unanimous.
