President Bills called the Regular Board Meeting to order at 6:30 p.m., October 13, 2015. All Directors were present with the exception of Sandra Chilcutt, Ray Mershawn, John Milburn and Tim Rochelle. Also, Manager Malcolm Tucker was present.

Item 9: Mr. Gannon DynaEnergetics Easement

Mr. Gannon representing DynaEnergetics, spoke to the Board on the modification of the Corporation’s 15′ easement policy applying to the 78 acre tract in question. A water meter was purchased for the 78 acres for the purpose of the tenant’s watering their livestock, due to the stock tanks drying up. DynaEnergetics was asking that the 15′ easement be modified to a 5000 sq. ft. easement on the southeast corner of the 78 acre tract where the water meter is located. Charles Jones made a motion to modify the Corporation’s existing 15′ easement to a 5000 sq. ft. easement on the southeast corner of the 78 acre tract-Exhibit A-1, Houston and Texas Central Railway Company Survey, Abstract 450-Parcel 5651, where the water meter is located. Linda Hasselstrom seconded. Vote was unanimous.

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the September 8, 2015 Regular Board Meeting. Linda Hasselstrom made a motion to accept the minutes as read. Jane Morgan seconded. Vote was unanimous.

Item 3: Directors Source and Application of Funds

Malcolm Tucker presented the Source and Application of Funds. Charles Jones made a motion to accept the Source and Application of Funds as presented. Jane Morgan seconded. Vote was unanimous.

Item 4: Membership Changes

Jane Morgan made a motion to accept New Membership-2, Transfers-2, Sellbacks-None and Revokes-None. Charles Jones seconded. Vote was unanimous.

Item 5: Hill County To No Longer Allow Open Cut Roads

Malcolm stated, the county was wanting water to put on dusty road surfaces, but was told we could not help them. We were told, we could bore the gravel roads instead of cutting them. Malcolm said, he was going to discuss the situation with Mr. Boedeker.

Item 6: Allied Tank Bid $85,000.00 down from $95,000.00

Malcolm said, Allied Tank quoted $95,000.00 for painting and coating the tanks at Freeman and Osceola Wells. Malcolm told Allied we only budgeted $75,000.00 and they came back with a $85,000.00 quote. Linda Hasselstrom made a motion to hire Allied Tank to paint and coat the tanks at Freeman and Osceola Wells for $85,000.00. Charles Jones seconded. Vote was unanimous.

Item 8: Johnny Aleshire Move Water Line

Malcolm was speaking for Mr. Aleshire, due to his working out of town. Mr. Aleshire purchased property on the system, purchased a water meter for the property and moved a single-wide trailer on the property. But, when the water meter was to be installed, the field found the trailer was on top of the Corporation’s 6” water line. He was asking, the Corporation to move our water line, because it would cost him to move the trailer. The Board said, they were very sorry, but it wasn’t a problem we could solve and we highly suggest, he move the trailer off the Corporation’s water line. Charles Jones made a motion the Corporation not move the 6” water line. Jane Morgan seconded. Vote was unanimous.

Item 11: Directors and Manager Comments

Jane Morgan asked, if we had passed the TCEQ inspection? Malcolm said, yes, with a few minor infractions, already resolved. Malcolm said, radio and camera equipment had arrived and they will finish up the last wells. Also, the new Corporation maps were done and a 60” Flat Screen TV will be mounted on the wall in place of the old paper maps. The generator for the office is up and running very well.

Linda Hasselstrom made a motion to adjourn at 7:40 p.m. Jane Morgan seconded. Vote was unanimous.
