President Richard Greenhill called the Regular Board Meeting of the Woodrow-Osceola Water Supply Corporation to order at 6:30 p.m., Tuesday, November 13, 2007. All Directors were present, with the exception of John Millburn. Employees Malcolm Tucker and Teena Blasingame, along with 4 members were also present.

 

Item 5: Audit by Evelyn Paraya (Moved next on the Agenda)

Evelyn Paraya presented a detailed favorable audit to the Board. Thomas Bills made a motion to accept the audit as presented. Linda Hasselstrom seconded. Vote was unanimous.

 

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the October 9, 2007 Regular Board Meeting. Tim Rochelle made a motion to accept the minutes as read. Linda Hasselstrom seconded. Vote was unanimous.

 

Item 3: Directors Source and Application of Funds

Malcolm Tucker presented the Source. Sandra Chilcutt stated she didn’t see how the banking accounts could be the very same totals as the September amounts. Thomas Bills made a motion to accept the Source as presented with a correction to the checking account total to show $65,243.75. Tim Rochelle seconded. Vote was unanimous.

 

Item 4: Jerry Wolf Cornerstone Leasing Mineral Rights

Mr. Wolf was not present.

 

Item 6: Gas Lines Buying/Transferring Membership (No Commercial use of Residential Meters?)

Malcolm was asked to contact the pipe company that purchased Mr. Wylie’s property to buy back the residential water meter. The item was tabled until the December meeting.

 

Item 7: Credential & Nominating Committee

The Credential Committee will consist of Johnnie Bankston-Chairperson, Richard Greenhill and Jane Morgan. The Nominating Committee will consist of Linda Hasselstrom – Chairperson, John Milburn and Darline Jean.

 

Item 8: Drawing for Winners from “911 Address” Response

The five winners from the “911 Address” response are as follows: Account #282 Lucretia Miracle, #729 Estate of H.F. Futch, #202 James Williams, # 835 Shirley McCarty and #55 Wendell Smith.

 

Item 9: AIA Insurance Bid Proposal

Thomas Bills made a motion to accept the AIA yearly premium bid of $20,148.00. Linda Hasselstrom seconded. Vote was unanimous.

 

Item 10: Public Comment

Debbie Patton had several question about the yearly Drinking Water report. She asked the source her water was received and was told Twin Peaks, if water is treated, the answer was with Chlorine, it was tested when/how often, answer was every well and everyday and what hard minerals – answer- iron, titanium etc. Malcolm told Debbie he would supply her with more information on minerals.

 

Item 11: Directors and Manager Comments

Thomas Bills asked about an article he read on groundwater conservation. Discussion followed on forming a ground water conservation district in Hill County. Jane Morgan commented on the low percentage of water loss. Johnnie Bankston stated we really needed to haul the backhoes and stop driving them to the sites. Malcolm informed the Board Ronald Westbury filed for a hearing with TCEQ over his disagreement of his double hook-up. Also, TCEQ notified the Corporation the asbestos dumped on our easement located on HWY 171 was our problem to clean up. Malcolm stated it will cost $5,000.00 to $7,000.00 to take care of the situation and has notified TCEQ by letter of the procedure the corporation will follow to clear up the matter. The Woodrow Well is still down and Brune is waiting for parts to arrive before they can make the repair.

 

Item 12: Membership Changes

Tim Rochelle made a motion to accept 1 New Membership, 8 Transfers, No Sellbacks and No Revokes. Thomas Bills seconded Vote was unanimous.

Item 14: Adjourn

Tim Rochelle made a motion to adjourn at 8:50 p.m. Jane Morgan seconded. Vote was unanimous.
