President Bills called the Regular Board Meeting of the Woodrow-Osceola Water Supply Corporation to order at 6:30 P.M., May 13, 2014. All Directors and Manager Tucker were present.

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the December 10, 2013 Regular Board Meeting. Tim Rochelle made a motion to accept the minutes as read. Jane Morgan seconded. Vote was unanimous.

Item 3: Directors Source and Application of Funds

Malcolm Tucker presented the Source and Application of Funds. Tim Rochelle made a motion to accept the Source and Application of Funds as presented. Linda Hasselstrom seconded. Vote was unanimous.

Item 4: Membership Changes

Linda Hasselstrom made a motion to accept No New Membership, 3 Transfers, No Sellbacks and 1 Revoke-Robert Clark #1203. Sandra Chilcutt seconded. Vote was unanimous.

Item 5: Purchase Locate Tool

Malcolm discussed with the Board the purchase of a ground penetrating radar line locate tool. Linda Hasselstrom made a motion for Malcolm to bring information about the locate tool to the Board at the June meeting. Tim Rochelle seconded. Vote was unanimous.

Item 6: Temporary Transfer of Meter for Glen Magee

Malcolm stated, Glen Magee had leased property with a water tap across the road from his property and he has an extra water meter. He was asking to temporarily have the water meter installed to water livestock. Johnnie Bankston stated, we needed specific paper work to insure everything would be reversed with a time period, as to not have any confusion on the legality of the water meter not remaining with the leased property. Malcolm said, he would draw up a temporary meter reassignment transfer for 6 months. Linda Hasselstrom made a motion to accept the temporary meter reassignment, with a time period signed by Glen Magee. Ray Mershawn seconded. Vote was unanimous.

Item 7: Pharris-Bigham Revoke

Malcolm stated, no paper work showing the ownership of the deceased, Miram Pharris properties had been received. Sandra Chilcutt made a motion not to reinstate the revoked water meters. Tim Rochelle seconded. Vote was unanimous.

Item 9: Directors and Manager Comments

Sandra Chilcutt asked, if we should take some of the money we have and pay on one of the loans? Johnnie Bankston said, she had just mentioned to Tom Bills the same thing, but she felt at the time CNB did the 5 year adjustment, we might be able to pay a large amount on the loan or it could be possible to pay it off. Jane Morgan said, the 13.6% water loss was good. Malcolm said, the big water leak they had not been able to locate, was found at Jawbone, running beside a creek into a pasture. Johnnie Bankston asked, Malcolm if he was able to get the figures on the line upgrade on FM 309? He said, he did not. Johnnie said, she would place it on the June agenda. Malcolm said, the work on the Freeman Tower would begin May 19 and it would take about a week for repairs and a week to paint the inside, the upgrades in the office to 7 Pro was complete, Scada has been upgraded, Rodney is working on his second Class C license and Patrick is working on his Class C license. Also, the cameras are almost ready to view on line, Scada will be able to handle swipe cards or key pads for access to well sites and larger air condition/heaters are being replaced in the pump houses, due to the pump rooms getting much hotter because of the VFD pumps and the maps are almost complete, but the first printing will be paper, so corrections can be made.
