President Richard Greenhill called the Regular Board Meeting of the Woodrow-Osceola Water Supply Corporation to order at 6:30 p.m. Tuesday, March 11, 2008. All Directors were present, with the exception of Darline Jean, Jane Morgan and Linda Hasselstrom. Employees Malcolm Tucker and Teena Worbington, along with 1 member were also present.

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the February 12, 2008 Regular Board Meeting. Thomas Bills made a motion to accept minutes as read. John Milburn seconded. Vote was unanimous.

Item 3: Directors Source and Application of Funds

Malcolm Tucker presented the Source. Thomas Bills made a motion to accept the source as presented. Sandra Chilcutt seconded. Vote was unanimous.

Item 4: Commercial Meter Rates

Tabled and will be placed on April Agenda.

Item 5: Gas Lines Buying/Transferring Membership (No Commercial use of Residential Meters)

Cornerstone Oil and Gas called the Corporation office and paid the past due water bill for the residential meter on property purchased from the Wylie’s. Malcolm Tucker asked the person paying the bill by phone, if they were aware there wasn’t a house on the property and asked if they would sell the meter back to the Corporation. The person stated she would inform the higher-ups and would give the Corporation an answer the next day.

Item 6: Health Insurance Increase

Blue Cross Blue Shield has notified the Corporation of a $60.00 increase in health insurance per employee per month. Agent David Duke will be working toward a lower increase in premiums by the renewal date of August 2008.

Item 7: Westbury Hotel and Lawyer Fees Reimbursement

Malcolm stated the Westbury project is finished. Mr. Westbury had requested a hearing with TCEQ to be held March 4, 2008 and he cancelled the hearing February 22, 2008. Malcolm asked the Board if Mr. Westbury should reimburse the Corporation for hotel reservations, attorney fees and time spent over the past several years on his problem. The Board stated no to put a period after Mr. Westbury and let’s move past the incident.

Item 8: Information Letter for Well #6

Malcolm read the letter to the editor to the Board and asked if he should submit it to the newspaper. Tim Rochelle made a motion to submit the letter to the newspaper. Thomas Bills seconded. Vote was unanimous.

Item 9: Annual Meeting

Johnnie Bankston stated the annual letters would be mailed the next day and the RSVP’s hopefully will be received back by the deadline.

Item 10: Public Comment

Kenneth Bankston stated the Board was doing a great job.

Item 11: Directors and Manager Comments

Thomas Bills stated it was ridiculous the Corporation’s generator and trailer has sat at the repair shop for at least a year. Malcolm stated Josh had gotten the pump rebuilt and he would try to get the generator back to the Corporation soon. Also, Thomas asked if there was a leak off Hwy 171 on the Gremminger side of the creek. Malcolm stated the SCADA System was up on two wells and was working great. Also, Scott Bradley after receiving a $1.00 hour raise is no longer an employee due to not showing up or calling. Malcolm stated he hired an older man and he will be employed March 27. He stated Woodrow Well had been pulled due to sediment in water samples. Richard Greenhill discussed with the Board about the ground water conservation being pushed by TCEQ and if we don’t become involved it will be a disaster. A meeting will be held in Waco, April 3, 2008 in which we needed to state we are a party and will speak on our behalf.

Item 12: Membership Changes

Thomas Bills made a motion to accept No New Memberships, 4 Transfers, No Sellbacks and No Revokes. Tim Rochelle seconded. Vote was unanimous.

Item 14: Adjourn

Thomas Bills made a motion to adjourn at 8:00 p.m. Tim Rochelle seconded. Vote was unanimous.
