President Bills called the Regular Board Meeting of the Woodrow-Osceola Water Supply Corporation to order at 6:30 P.M., July 08, 2014. All Directors were present with the exception of Linda Hasselstrom and John Milburn. Also, Manager Malcolm Tucker was present.

 

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the June 10, 2014 Regular Board Meeting. Tim Rochelle made a motion to accept the minutes as read. Charles Jones seconded. Vote was unanimous.

 

Item 3: Directors Source and Application of Funds

Malcolm Tucker presented the Source and Application of Funds. Ray Mershawn made a motion to accept the Source and Application of Funds as presented. Charles Jones seconded. Vote was unanimous.

 

Item 4: Membership Changes

Sandra Chilcutt made a motion to accept No New Membership, 1 Transfer, No Sellbacks and 1 Revoke-TJD Corporation # 568. Charles Jones seconded. Vote was unanimous.

 

Item 5: Purchase Locate Tool

The APL radar ground sensor platform ultra-finder tool was demonstrated and seemed it would meet the Corporations needs. A motion was made by Linda Hasselstrom, seconded by Sandra Chilcutt and by unanimous vote at the June 10, 2014 Regular Meeting that the APL tool would be purchased for $15,351.00.

 

Item 6: Line Upgrade on FM309

The upgrade should begin the 3rd week in July and the pipe prices have come down a little.

 

Item 7: Hydraulic Analysis for Dedri Haffer on 1313

Terry and Dedri Haffer were revoked and left owing the corporation $302.00. Dedri Haffer is wanting to return, but on a different piece of property with no tap on 1313. She would become a new member and be responsible for paying a new membership fee of $3600.00 and the $302.00 outstanding balance. After the hydraulic analysis by the engineer, it was his recommendation the Corporation will need to upgrade this area on 1313 about 2270 ft at a cost of $4800.00. Tim Rochelle made a motion to do the 2270 ft upgrade on 1313 at a cost of $4800.00. Sandra Chilcutt seconded. Vote was unanimous. Also, the Corporation will contact our attorney about the Dedri Haffer membership.

 

Item 8: Credit Reporting and Bad Debt

Charles Jones made a motion not to enter into Credit and Bad Debt Reporting. Ray Mershawn seconded. Vote was unanimous.

Item 10: Directors and Manager Comments

Tim Rochelle asked, how many open work orders we had. Malcolm stated 71, but about 50 should be cleared out when water testing at home taps are done next month. Sandra Chilcutt asked, about the letter sent with the water bills. Malcolm stated, he neglected to send a quarterly report to TCEQ 6 months ago and they informed the Corporation it needed to be done. He sent the report to TCEQ and was told the membership needed to be notified by letter the report was not filed. Johnnie Bankston asked, how many calls he received and he said two. She said, she knew about the report, but the letter really sounded bad. Malcolm said, it was a form letter by TCEQ. Malcolm asked, the Board to consider a Corporation Credit Card for making Hotel reservations and internet purchases. Also, he asked the Board to consider part-time office help several times a month to learn Teena’s job. Malcolm stated, Osceola well has been off line for two weeks. The pipe from the bottom of the tank has rusted out and has to be replaced. The field staff will do the work and the painting will be touched up. The tank will be completely painted at a later date. Also, the credit card issue will be placed on the August agenda.
