President Richard Greenhill called the Regular Board Meeting of the Woodrow-Osceola Water Supply Corporation to order at 6:30 p.m. Tuesday, February 12, 2008. All Directors were present, with the exception of Darline Jean and John Milburn. Employees Malcolm Tucker and Teena Worbington, along with 2 members were also present.

 

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the January 8, 2008 Regular Board Meeting. Tim Rochelle made a motion to accept minutes as read. Thomas Bills seconded. Vote was unanimous.

 

Item 3: Directors Source and Application of Funds

Malcolm Tucker presented the Source. After discussion Thomas Bills made a motion to accept. Linda Hasselstrom seconded. Vote was unanimous.

 

Item 4: Increase Monthly Minimum Water Bill

Malcolm Tucker discussed an increase in the minimum monthly bill due to plans for new Well #6. A letter to the Editor of local newspapers was discussed, as well as the information being presented at the Annual Membership Meeting. The Board asked Malcolm to have a rough draft of the letter to the Editor by the March meeting.

 

Item 5: Gas Lines Buying/Transferring Membership (No Commercial use of Residential Meters)

The Board reviewed a letter mailed to Cornerstone Oil & Gas asking to purchase the residential meter on property they purchased from the Wylie’s. The letter was mailed January 16, 2008 and no response has been received.

 

Item 6: Increase Customer Requested Meter Testing Fee (Correction $30.00 to $55.00)

Linda Hasselstrom made a motion to correct the meter testing fee from a $30.00 to $55.00 fee. Tim Rochelle seconded. Vote was unanimous.

 

Item 7: 90 Day Employment and Raise for Scott Bradley

Malcolm Tucker stated Scott Bradley was hired with a 90 day probation and a proposed $1.00 raise after the probation. The Item was moved to Executive Session.

 

Item 8: Annual Membership Dinner Fee

Johnnie Bankston informed the Board the Bynum Volunteer Fire Dept would be catering the BBQ Dinner at a cost of $7.00 per plate without dessert. The Board discussed a dinner fee for the membership from $2.00 to $5.00. Thomas Bills made a motion that 2 meal tickets per voting membership would be $5.00 each and additional guest $7.00 each. Linda Hasselstrom seconded. Vote was unanimous.

Item 10: Directors and Managers Comments

Tim Rochelle asked if all members’ meters had been located. Malcolm said maybe half dozen haven’t been located. Tim also asked how many wells had been wired for the SCADA System. Malcolm stated there were three to do. Sandra Chilcutt asked if that was the Corporation’s generator sitting at Osceola Repair and if the shop was out of business? Malcolm said yes, it was our generator waiting for a rebuilt pump, and the shop was closed. Malcolm told the Board the Hwy 171 asbestos problem was now cleaned up and the water line was in the ground. Also, the Woodrow Well was pumping and would be back on line in a matter of days. Malcolm continued by stating the Westbury hearing with TCEQ would be held March 4th and he would be in Austin to represent the Corporation.

Item 11: Membership Changes

Linda Hasselstrom made a motion to accept 4 New Memberships, 4 Transfers, No Sellbacks and 5 Revokes – #288 Kenneth & Carolyn Nolan, #96 Dennis Johnston, #460 Scott & Penelope Murphy, #1090 Robert & Jan Edwards, and #1249 Jan Edwards. Sandra Chilcutt seconded. Vote was unanimous.

Item 12: Executive Session

The Board adjourned to Executive Session at 8:00 p.m. Upon reconvening at 8:30 p.m. Tim Rochelle made a motion to increase Scott Bradley’s hourly wage by $1.00 bringing him to $10.00 per hour. Thomas Bills seconded. Vote was unanimous.

Item 13: Adjourn

Jane Morgan made a motion to adjourn at 8:40 p.m. Linda Hasselstrom seconded. Vote was unanimous.
