President Richard Greenhill called the Regular Board Meeting of the Woodrow-Osceola Water Corporation to order at 6:30 p.m., Tuesday, February 10, 2009. All Directors were present with the exception of Tim Rochelle. Employee Malcolm Tucker was also present.

 

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the January 13, 2009 Regular Board Meeting. Linda Hasselstrom made a motion to accept the minutes as read. Thomas Bills seconded. Vote was unanimous.

 

Item 3: Directors Source and Application of Funds

Malcolm Tucker presented the Source and Application of Funds. Thomas Bills made a motion to accept the Source and Application of Funds as presented. Sandra Chilcutt seconded. Vote was unanimous.

 

Item 4: Public Comment

None

Item 5: Membership Changes

Linda Hasselstrom made a motion to accept no new membership, 5 transfers, no sellbacks and no revokes. Thomas Bills seconded. Vote was unanimous.

 

Item 6: Directors and Manager Comments

Thomas Bills stated he had a rough draft of the bill for the Ground Water Districts in which they refer to the District as the Prairie Land Ground Water Conservation District. The legislation is in committee to be evaluated but has not been given a number as yet. Jane Morgan said she had not seen the water loss so low and stated a lot of work orders were still getting done which is great. Malcolm Tucker informed the Board the Woodrow Well was not on line due to reports of bad tasting water and he is checking on a sand filter. He stated a break-in at Freeman Well was reported but he met the Sheriff on site and nothing had been tampered with. The report of 5 cars were at the site and probably it was teens having a drinking party but a report will go to Homeland Security. Also, Malcolm told the Board the preliminary cost estimate for Well #6 was $1,180,160.00, but Ben Shanklin feels the cost could come down due to the economy. The Board discussed with Malcolm about the timing of the $4.50 increase but no action was taken at this time. Richard Greenhill stated the cover sheet on the Well #6 specifications had incorrect information such as current Board Members, wrong address and phone number and should be corrected.

Jane Morgan made a motion to adjourn at 7:50 p.m. Thomas Bills seconded. Vote was unanimous.
