President Bills called the Regular Board Meeting of the Woodrow-Osceola Water Supply Corporation to order at 6:30 p.m., August 08, 2015. All Directors were present with the exception of Sandra Chilcutt and John Milburn. Also, Manager Malcolm Tucker was present.

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the July 14, 2015 Regular Board Meeting. Linda Hasselstrom made a motion to accept the minutes as read. Charles Jones seconded. Vote was unanimous.

Item 3: Directors Source and Application of Funds

Malcolm Tucker presented the Source and Application of Funds. Linda Hasselstrom made a motion to accept the Source and Application of Funds as presented. Tim Rochelle seconded. Vote was unanimous.

Item 4: Membership Changes

Charles Jones made a motion to accept New Memberships-1, Transfers-3, Sellbacks-None and Revokes-Joseph Glod #1464. Linda Hasselstrom seconded. Vote was unanimous.

Item 5: Hire Auditor

Linda Hasselstrom made a motion to hire Evelyn Pareya to prepare the audit for the year beginning September 1, 2014 -August 31, 2015. Ray Mershawn seconded. Vote was unanimous.

Item 6: Coffey Livestock Incident

Malcolm stated, while under construction on the FM 309 upgrade, the Corporation was on Mr. Coffey’s easement and a large hole was opened for a crossing and a barricade of orange net fencing was placed around the area. Unfortunately, one of Mr. Coffey’s cows fell to it’s death and the Corporation was unable to contact him, due to no current phone numbers and not residing at the FM 309 residence. The animal was removed from the hole and buried on Mr. Coffey’s property courtesy of the Corporation. A letter was placed at the FM 309 residence asking him to contact the office and approximately 2 weeks later, he contacted the Corporation and was told of the unfortunate incident. At this time we are awaiting Mr. Coffey’s estimated cost of the deceased animal. The Board said, a plan for Corporation construction needed to be enforced immediately.

Item 7: Purchase Lawn Mower

After many bids and much discussion, Charles Jones made a motion to purchase a Gravely 992240 Proturn 472 lawn mower for $12,749.25. Linda Hasselstrom seconded. Vote was 5 for with Ray Mershawn abstaining, vote carried.

Item 8: Approve 2015-2016 Budget

After discussion, Linda Hasselstrom made a motion to accept the 2015-2016 Budget. Charles Jones seconded. Vote was unanimous.

Item 9: Public Comment

Item 10: Directors and Manager Comments

Ray Mershawn attended a Prairieland Ground Water meeting and discussed the letter stating the $4,000,000.00 plus to build a lake and a pipeline the corporation would be responsible to build. Mr. Mershawn was told they have no authority to enforce anything, but since WOWSC had no surface water it is possible at some point in time it could be swallowed up but, who knows when and if it could happen. Jane Morgan said, 19% loss. Malcolm stated, he is planning a catastrophic occurrence and the field will have no knowledge until it happens, so he can see how we could react under pressure. He invited the Board to come drink coffee and see for themselves, but it will happen about 1 a.m. Also, Teena will take part in timing their problem solving motions.

Jane Morgan made a motion to adjourn at 8:15 p.m. Linda Hasselstrom seconded. Vote was unanimous.
