President Richard Greenhill called the Regular Board Meeting of the Woodrow-Osceola Water Supply Corporation to order at 6:30 p.m., Tuesday, April 13, 2010. All Directors were present with the exception of James Flanery, Linda Hasselstrom, John Milburn and Tim Rochelle. Malcolm Tucker was also present, along with 2 members and 2 guests.

 

Item 5: Linda Allen-Double-Hook-Up

Mrs. Allen was moved next on the agenda. Mrs. Allen stated she received the double hook-up letter and could not believe we expected her to purchased another water meter. She said her husband passed away one year ago and they had run a water line from their main dwelling to a small guest house, in which her brother had been occupying before her husband’s death and is still occupying the small house. Johnnie Bankston read the service agreement stating the one dwelling and one meter rule in which all members sign. The Board told Mrs. Allen their hands were tied and they must follow rules in place but a one year pay-out could be arranged, if that would help.

 

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the March 9, 2010 Regular Board Meeting. Thomas Bills made a motion to accept the minutes as read. Sandra Chilcutt seconded. Vote was unanimous.

 

Item 3: Source and Application of Funds

Malcolm Tucker presented the Source and Application of Funds. Sandra Chilcutt made a motion to accept the report as presented. Jane Morgan seconded. Vote was unanimous.

 

Item 4: Terry L. Hafer – After Hours Fees

Mr. Hafer was not present.

 

Item 6: Woodrow Well 3-A

Sandra Chilcutt made a motion to have Malcolm negotiate the purchase for 1 acre of land from Mr. Williams on HCR 1430 for Well 3-A. Thomas Bills seconded. Vote was unanimous.

 

Item 7: New Riding Mower

Thomas Bills made a motion to award Fireman Lawn Service & Landscaping to mow, weedeat all grassy areas and trim around all fences, pumps and tanks for all Well sites plus the office at a cost of $350.00 per mowing. Sandra Chilcutt seconded. Vote was unanimous. The Board felt contracting the mowing would be more cost efficient than purchasing a $6,000.00 mower.

 

Item 8: Bore 934 on Ed Allen’s Property

Tabled due to Malcolm not locating bids from Hoot Johnson and J.T. Williams Construction. Malcolm stated one bid was throw out and all three will be discussed at the May meeting.

 

Item 9: Brazos G Meeting Results

Thomas Bills stated the meeting will be in Waco April 21st and he plans to attend.

 

Item 10: Well #6

Malcolm told the Board, he received an e-mail from Terri with USDA and everything had been forwarded to the attorneys in Austin.

Item 11: Employee Pay Raises

Malcolm gave Johnnie Bankston the performance appraisals for each employee, so the Board could review and be prepared to discuss at the May meeting.

Item 12: Double Hook-Up Connections

Malcolm stated they were pushing hard on double hook-ups and we are moving forward. Also, TCEQ made a Sanitary Easement Inspection and took 3 days driving the system with a sophisticated GPS to map out the areas. The Corporation was asked if we wanted to volunteer to police our areas and Malcolm said we would.

Item 14: Membership Changes

Thomas Bills made a motion to accept 5 new membership, 14 transfers, 1 sellback and 1 revoke: Stoney-Point Agri- Mark Quinn -#876. Sandra Chilcutt seconded. Vote was unanimous.

Item 15: Directors and Manager Comments

Thomas Bills stated he read an article about two men in the San Antonio area are taking their claim to the Supreme Court that ground water on your property belongs to the land owner not to ground water groups. The EAA stated ground water should be regulated by the State.

Thomas Bills made a motion to adjourn at 8:25 p.m. Jane Morgan seconded. Vote was unanimous.
