President Richard Greenhill called the Regular Board Meeting of the Woodrow-Osceola Water Supply Corporation to order at 6:30 p.m., Tuesday, September 12, 2006. All Directors were present, with the exception of Bill Coleman and John Milburn. Employees Dave Tomlinson and Billie Lair were present, along with 6 members.
Item 2: Approve Minutes
Johnnie Bankston read the minutes from the August 8, 2006, Regular Board Meeting. Jane Morgan made a motion to accept as read. Linda Hasselstrom seconded. Vote was unanimous.
Item 3: Directors Source and Application of Funds
Dave Tomlinson presented the Source. Sandy Chilcutt made a motion to accept as presented. Tim Rochelle seconded. Vote was unanimous.
Item 4: Hire Auditor
Johnnie Bankston made a motion to hire Evelyn Pareya for the Corporation’s yearly audit. Sandy Chilcutt seconded. Vote was unanimous.
Item 5: Bids – Replacement 8” Pipe HCR 1439
Richard Greenhill opened four sealed bids from contractors for the HCR 1439 project. Linda Hasselstrom made a motion to award Duncan Backhoe Service the contract with the lowest bid of $54,100. Tim Rochelle seconded. Vote was unanimous.
Item 6: Part-Time Office Employee
Dave Tomlinson told the Board he felt the work load for the office staff was increasing. Also, he stated we needed a younger person in training to replace Billie or Malcolm when and if needed. The item was moved to Executive Session.
Item 7: Review Resolution-$250,000 Community Development Block Grant
Richard Greenhill told the Board he and Johnnie Bankston met Gandolf Burrus at Commissioners Court September 11, 2006. Gandolf requested Hill County’s sponsorship to Woodrow-Osceola Water Supply Corporation for the $250,000.00 Community Development Block Grant. The Commissioners Court voted Hill County would Sponsor the Corporation. After reviewing the Resolution, Tim Rochelle made a motion to accept. Darline Jean seconded. Vote was unanimous.
Item 8: Sale of Old Vehicles
Dave Tomlinson stated he would like to place an ad in the paper, to take sealed bids and sell the 2000 Dodge ¾ Ton, Ford Ranger and Electronic items. Sandy Chilcutt made a motion to sell the items. Jane Morgan seconded. Vote was unanimous.

Item 10: Directors and Manager Comments
Tim Rochelle asked how the sweeps program is working. Billie Lair was not sure but would investigate. Johnnie Bankston asked if a better phone system had been worked out for after-hour problems on the system. Dave said, Billie Lair would return all calls the next day and three different numbers are now on the recorder. Also, she asked if the FM 1365 reported leak had been repaired. Dave said all he found was a small damp circle. Johnnie asked Dave to call or write Doke Kiblinger and ask to meet with him to point out the problem. Dave told the Board the New vehicles arrived and he needed to purchase a bed for the F350 at a cost of $1,800.
Item 11: Membership Changes
Linda Hasselstrom made a motion to accept 1 new membership and 4 transfers. Tim Rochelle seconded. Vote was unanimous.
Item 12: Executive Session
The Board adjourned to executive session at 8:30 p.m.. After reconvening at 9:00 p.m. the Board told Dave, we would not hire a part time office employee at this time. They requested a job description for Billie Lair and Malcolm Tucker. Also, the Board requested monthly time sheets for each employee to be mailed with the monthly agenda. Richard told Dave on the matter of Glen Magee’s 1” meter and Craig Coleman’s 1 ½” meter, since both meters were at least 30 years old, we will remove them at no charge and replace them with 5/8” meters. If Mr. Magee or Mr. Coleman wishes to keep the larger meters, they will be required to pay the higher minimum as stated in our Tariff.
