President Richard Greenhill called the Regular Board Meeting of the Woodrow-Osceola Water Supply Corporation to order at 6:30 p.m. Tuesday, April 8, 2008. All Directors were present, with the exception of Darline Jean, Jane Morgan, John Milburn and Tim Rochelle. Employees Malcolm Tucker and Teena Worbington were also present.

 

Item 2: Approve Minutes

Johnnie Bankston read the minutes from the March 11, 2008 Regular Board Meeting. Thomas Bills made a motion to accept minutes as read. Linda Hasselstrom seconded. Vote was unanimous.

 

Item 3: Directors Source and Application of Funds

Malcolm Tucker presented the Source. Linda Hasselstrom made a motion to accept the source as presented. Thomas Bills seconded. Vote was unanimous.

 

Item 4: Health Insurance Increase

Tabled and will be placed on May agenda.

 

Item 5: Commercial Meter Rates

Tabled and will be placed on May agenda.

 

Item 6: Brian Padgett (Electric Company Broke His Waterline Causing a High Water Bill)

Mr. Padgett was not present. No action was taken.

 

Item 7: Woodrow Well Repair

Malcolm Tucker explained the Woodrow Well had a hole in the 8” casing at 661’, plus sediment in the water. The sediment problem hopefully will be solved by raising the new pump up 100’. The hole in the casing can be handled by the following: a new well $1.3 million, place a 6” casing down through 8” casing $130,000.00 or placing an inflatable doughnut above hole at $12,000.00. Linda Hasselstrom made a motion to try the inflatable doughnut at a cost of $12,000.00. Thomas Bills seconded. Vote was unanimous. A note: If Childress Engineers states this is not the repair to use the Board would then re-think what action to take.

 

Item 8: Proposed CCN Expansion by City of Hillsboro WOWSC’s Expansion to Include No-Mans Land

The city of Hillsboro filed an application to amend CCN # 10892 with TCEQ to provide water utility service to Hill County. The area being requested includes approximately 7,830 acres and 3,394 current customers. This area will affect Files Valley and Woodrow-Osceola Water Supply’s CCN area and both are being told this is no-mans land. As the Board discussed, if it is no-mans land where are the 3,394 current customers. Files Valley has protested and WOWSC also will likely protest, but at this time our attorney Martha McGregor is on a fact finding mission. No action was taken at this meeting.

Item 10: Directors and Manager Comments

Thomas Bills commented on the article in the Reporter titled PGMA One Step Closer, being a very good representation of the meeting held April 3, 2008 in Waco. Also, he supplied a copy of a statement for the Corporation’s position on the PGMA. The Board was unanimous on using the supplied copy as presented. Also, it was agreed a letter of thank-you should be sent to Judge Lewis, along with our statement of position.

Item 11: Membership Changes

Sandra Chilcutt made a motion to accept No New Memberships, 5 Transfers, 1 Sellback (CornerStone Oil and Gas) and No Revokes. Thomas Bills seconded. Vote was unanimous.

Item 13: Adjourn

Thomas Bills made a motion to adjourn at 7:50 p.m. Sandra Chilcutt seconded. Vote was unanimous.
